<p>The Baltimore City Council has fast-tracked a bill that would allow council members to be eligible for a pension after eight years of service rather than 12.</p> <p>The bill, which will have a final vote the day before Election Day, is contingent upon the passage of Question K, a ballot measure that would establish a two-term limit for the mayor, the council president, the comptroller and city council members.</p> <p>Supporters of Question K say the ballot measure brings the city in line with other major cities such as New York and Philadelphia.</p> <p>Many city officials have spoken in opposition to Question K, saying it limits voter choice. However, most city ballot measures pass.</p> <p>Council members Robert Stokes Sr., John Bullock, Antonio Glover, Sharon Middleton, and Phylicia Porter voted in favor of sending the bill to the full council.</p> <p>Council members Zeke Cohen and James Torrence voted against the bill moving forward.</p>
