<p>The Baltimore city council is one step closer to fast-tracking a bill that would shorten the number of years of service needed for city elected leaders to be eligible for a pension. The legislation faced a second-reader vote at Monday's city council meeting.</p> <p>Councilmen Ryan Dorsey of District 3 and Zeke Cohen who represents District 12 were the only two standing in opposition of the legislation.</p> <p>"I worry about the perception of self dealing.. that if we move to quickly on any legislation that impacts us directly," said Cohen.</p> <p>In the end, the bill passed a second reader Monday with a 9-to-2 vote with three other councilmembers abstaining.
