<p>It was two years ago this week when Baltimore welcomed Mayor Brandon Scott and a whole new crime-fighting plan.</p> <p>"I will reduce homicides by 15% each year of my term and getting us below 300 homicides my first year," vowed the new Mayor.</p> <p>However, Scott's first two years in office have seen the homicide rate soar to above the 300 mark.</p> <p>"We are talking about a disease of violence that's existed for over 60 years and the people want it handled the right way," said Scott.</p> <p>The mayor's 5-year crime plan has focused on removing illegal guns from the streets and expanding community violence intervention programs like Safe Streets.</p> <p>"I have not talked to anyone in this city that feels they're a little bit safer," said community activist Kinji Scott.</p>
