<p>There are calls for change at Baltimore's Board of Estimates after board members fail to stop a ballooning contract.</p> <p>The company, which was awarded a $26 million dollar contract six years ago to repair the city's underground utility network has year after year increased.</p> <p>The original $26 million dollar contract has now cost taxpayers more than $130 million dollars.</p> <p>"The Board of Estimates is no longer a fiscal watchdog it's a fiscal lapdog," said Taxpayer Advocate David Williams.</p> <p>In November, the Board of Estimates increased the contract by another $12 million. That approval by the spending board came days after Mayor Brandon Scott received a campaign contribution from businessman J.P. Grant.</p> <p>According to the Baltimore Brew, Grant secretly finances the construction company whose contract keeps ballooning.</p>
