The Baltimore City House Delegation chairman has some ideas on addressing juvenile crime.

Baltimore City Delegate Stephanie Smith wants to see legislation to penalize adults for either selling or giving weapons to juveniles that they use to commit crimes or take to schools.

This would also include failing to secure guns that are then taken by juveniles.

Smith said offenders under 16 don't have the mental capacity to understand the charges against them.

Last year, lawmakers approved a bill to bar the prosecution of offenders under 13 from being prosecuted as adults except for the most violent crimes.
