After the start of Mayor Brandon Scott’s squeegee enforcement, questions remain about the effectiveness, as squeegee kids remain at some corners, including in the enforcement zones.

The six enforcement zones were chosen because of the high-level of complaints and violent encounters between squeegee kids and motorists, according to Mayor Scott’s office and the collaborative he formed. The enforcement began on Jan. 10, 2023 and the squeegee kids who remain on the corners will get two warnings before a citation for panhandling or solicitation will be issued.

According to the Baltimore Police Department, there were four squeegee-related calls for service on Jan. 10, 2023 — two at the President Street enforcement zone intersections and two elsewhere. As it stands now, Baltimore city will not enforce laws prohibiting panhandling or solicitation at intersections beyond the six enforcement zones.

When questioned about the effectiveness of the plan – as squeegee kids were seen on day one at enforcement zone intersections and elsewhere – Mayor Scott doubled down on his commitment to the plan.
