Brenelle Knight’s vehicle was stolen from a location directly opposite a city camera. However, she discovered the camera was not functioning when she contacted the city for insurance purposes. A 2022 report from the Department of Legislative Services revealed that in 2021, 12% of the city cameras were non-functional, and 34 were reported down in August of that year. The uptime for the cameras averaged 90%, suggesting gaps in city surveillance coverage. Citizens, including Quincy and visitor Yvonna Krutezfledt, expressed concerns about safety due to the unreliable surveillance system.
